February 13, 2025–The Department of the Interior and Local Government Provincial Director’s Office-Benguet (DILG-PDO) conducts an on-site preparatory assessment to evaluate governance performance in line with the 2025 Seal of Good Local Governance (SGLG) in Balingway Hall.
The assessment of the Seal of Good Local Governance – Local Governance Performance Management System (SGLG-LGPMS) team reviews governance performance and ensures compliance with SGLG indicators. The main objective is to evaluate the roles and responsibilities of public servants in delivering effective local governance.
DILG Benguet Provincial Director Elizabeth Mammag emphasizes that the purpose of the assessment is not to demean those who didn’t pass the assessment.


“Dagijay kuma pinmasa nga LGUs, isuda ti LGUs that we should emulate (We should emulate those LGUs that passed the [SGLG] assessment),” adds Mammag.
Municipal Administrator Arnel F. Bahingawan directs all focal persons, including Municipal Environmental and Natural Resources Officer (MENRO) Mr. Gerard S. Cornel, Local Youth Development Officer (LYDO) Mr. Charleson T. Kimmayong, and OIC Municipal Accountant Ms. Rebilyn B. Kimbes, to prepare the necessary documents.






The activity includes the Governance Assessment Report (GAR) presentation for FY 2024, a pre-assessment interview, and an exit conference. Municipal offices form departmental working groups to streamline preparations.
The SGLG recognizes LGUs that excel in financial administration, disaster preparedness, social protection, business-friendliness, peace and order, and environmental management.



After the assessment interview, remarks were shared by the DILG-PDO representatives during the exit conference.
