October 1, 2026 — La Trinidad Family Court Judge Hon. Melita Amylesha G. Delson-Macaraeg encouraged members of the Itogon Local Committee Against Trafficking and Violence Against Women and Their Children (LCAT-VAWC) to strengthen local policies and intensify efforts to prevent violence and abuse against women and children during a capacity development training held Thursday in Baguio City.
Judge Delson-Macaraeg urged the participants to take a more proactive role in addressing VAWC by recognizing the underlying causes of abuse and developing policies responsive to the needs of their communities.
She explained that power imbalances, particularly in relationships where women are financially dependent on their partners or face physical and emotional disadvantages, can contribute to abusive situations.
She noted that economic dependence can make it difficult for survivors to leave abusive relationships, underscoring the need for policies that help address these vulnerabilities.
Citing Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act of 2004, she discussed the different forms of abuse covered by the law, particularly physical and psychological violence.
She also reminded the participants to uphold the proper implementation of VAWC laws, cautioning against their misuse, which could undermine efforts to protect genuine survivors. She stressed the importance of carefully addressing complaints while safeguarding the rights of those involved.
As members of the LCAT-VAWC, Judge Delson-Macaraeg encouraged the participants to look closely at the problems within their communities and translate these into meaningful policies and concrete interventions.
Her message underscored the vital role of local policymakers and VAWC advocates in creating safer communities, where women and children are protected, their rights are upheld, and those experiencing abuse are empowered to seek help.
