August 19, 2026 — To ensure the continuity of public services while prioritizing the safety of employees, Mayor Bernard S. Waclin has directed the Municipal Government of Itogon to adopt an alternative work arrangement through the automatic implementation of a Skeleton Workforce and Work-from-Home (WFH) arrangement under Executive Order No. 53, Series of 2026.
The EO provides that the combination of Skeleton Workforce and WFH arrangements shall be automatically implemented upon a directive from the Office of the President, concerned authorities, or the Local Chief Executive, without the need for a separate issuance.
Under the Skeleton Workforce arrangement, office heads shall designate personnel to report onsite based on the nature of their duties, proximity of their residence to their assigned workplace, and ease of travel or availability of transportation. The onsite workforce shall not exceed 50 percent of an office’s total personnel.
Meanwhile, employees whose duties can be performed remotely may be assigned under the WFH arrangement. Priority shall be given to employees residing in or traveling through far, remote, or high-risk areas prone to hazards such as landslides, rockfalls, and road blockages.
However, offices providing basic and health services, disaster preparedness and response, and other vital services shall continue operating and ensure the delivery of necessary services.
The guidelines cover all municipal officials and employees, including Contract of Service (COS), Job Order (JO), and Government Internship Program (GIP) personnel.
Through the directive, the Municipal Government of Itogon aims to keep essential government services available while allowing flexible work arrangements during situations that may pose risks to employees traveling to and reporting onsite.
