The Land Transportation Franchising Regulatory Board Cordillera (LTFRB-CAR) formally issued a Notice of Compliance (NOC) to the Municipal Government of Itogon in relation to their approved Local Public Transportation Route Plan (LPTRP) on March 30, 2026, at the Itogon Municipal Hall.
Mayor Bernard S. Waclin, together with the members of the Sangguniang Bayan received the NOC and was awarded by Engr. Elmer N. Mendoza, Transportation Development Officer II of DOTr- CAR.
The NOC is a formal confirmation that Itogon has prepared and submitted its Local Public Transportation Route Plan (LPTRP) and was found consistent with the Omnibus Franchising Guidelines (OFG).
On the other hand, the LPTRP is a comprehensive plan required by the Department of Transportation that identifies local routes, transport modes, and operational structures within a locality. It serves as a framework for a more efficient, safe, and environmentally sustainable public transport system.
Mr. James D. Kidange, Planning Officer of the Municipal Planning and Development Office (MPDO), presented the LPTRP, outlining the municipality’s efforts to improve, rationalize, and organize local public transportation routes and services.
Mayor Bernard S. Waclin and Hon. Norberto I. Pacio, Sangguniang Bayan Member, delivered messages underscoring the need for continued collaboration among stakeholders in advancing local transport initiatives.
Hon. Rachelle B. Capsula, SB Committee Vice Chair on Public Utilities, Transportation, and Communication, delivered the closing remarks, noting the municipality’s progress toward a more organized, reliable, and commuter-oriented public transport system.
Also present to witness the awarding were Councilors Edwin O. Atumpag, Albino A. Diego, Alejandro L. Palangdan, and Albert C. Carantes Jr., along with Municipal Local Government Operations Officer Julie C. Malig, Municipal Planning and Development Coordinator Engr. Imelda F. Nuguid, and Municipal Administrator Arnel F. Bahingawan.
