Singa-Claver, signed a Memorandum of Agreement (MOA) on March 25, 2026, at the Itogon Municipal Hall for the implementation of a disaster communication project.
The project, titled “RADAR: Radio-Driven Alert and Response System through Science, Technology, and Innovation for CEST-Itogon, Benguet,” aims to strengthen emergency response through reliable, radio-based communication.
The system ensures continuous coordination among responders in nine barangays, even during internet or mobile network outages.
Designed for geographically challenging areas like Itogon, the initiative will provide modern tools and training to enhance disaster preparedness and response. DOST-CAR will extend technical expertise, while the local government will oversee implementation and operations.
The project has a total cost of P1.3 million, with DOST-CAR funding P500,000 and the LGU contributing P800,000. This includes the procurement of 10 solar-powered radio base units and the training of at least 40 personnel from the Municipal and Barangay Disaster Risk Reduction and Management Councils.
Present during the signing were Mayor Waclin was joined by Municipal Administrator Arnel F. Bahingawan, Municipal Disaster Risk Reduction Officer Engr. Cyril Batcagan, Legal Officer Atty. Jacquiline Nabaysa-Gosingan, Project Development Officer and S&T Coordinator Cindy Lois Fernandez, LDRRM Assistant Rafael Olimpo, and Mayor’s Office staff John Ngina.
The partnership is anchored on Republic Act 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010, which mandates proactive measures to ensure community safety and resilience.
Both parties reaffirmed their commitment to leveraging science and technology to protect lives and strengthen disaster response systems. The RADAR project marks a significant step toward a more resilient and prepared Itogon, ensuring timely communication and assistance during emergencies.
